Trade in firearms, their repair and the keeping of a shooting range for commercial purposes as well as training in the use of firearms for commercial purposes are subject to a licence granted by the National Police Board.
Security services requiring certification mainly comprise the installation, alteration and repair of locks and alarm systems. Security officer certification is granted by the police department in the applicant's home municipality.
Licences for guarding services nationwide are granted by the National Police Board. Such a licence authorises the holder to engage in guarding services throughout the country, unless the licence contains restrictions to such a right.
A licence for a production plant carrying out the permanent or temporary storage of explosives must be sought from the Finnish Safety and Chemicals Agency, Tukes. The retail storage of fireworks must be reported to the local rescue authorities. In Finland, prior to the transfer of explosives from one location to another, the receiver of explosives must supply the sender of the explosives with a copy of a transfer certificate entitling the transfer, granted by the Finnish Safety and Chemicals Agency, Tukes.
Electrical contractors and lift contractors and traders engaged in installing and servicing fire alarms and fire extinguishing systems must submit a notification thereof to the Safety Technology Authority (Tukes) for supervision purposes prior to commencing operations.
A notification in writing must be submitted to the police department of the location in question on organising a public event.
